Abstract
U ovom diplomskom radu se, nakon definiranja upravljanja javnim financijama, opisuje proračunski proces Republike Hrvatske. Potom se na temelju šest kriterija ispituje je li u Republici Hrvatskoj proračunski proces manje transparentan u odnosu na neke članice Europske unije, a za usporedbu su odabrane Slovenija, Bugarska i Njemačka. Ujedno se temeljem anketnog upitnika provjerava stav građana o transparentnosti hrvatskog proračuna. Naposljetku se na temelju analize kretanja javnog duga i proračunskog deficita, strukture državnog duga te zaduživanja Republike Hrvatske ispituje ide li upravljanje javnim financijama u prilog smanjivanju javnog duga.
