Abstract

Gradovi nemaju jednake potencijale za razvoj i lokalne vlasti na različite načine koriste resurse u upravljanju razvojem što ih čini više ili manje uspješnima. U okviru ovog doktorskogarada provedeno je znanstveno istraživanje efikasnosti korištenja javnih resursa u ostvarivanju određenih učinaka na ekonomske performanse društvenog razvoja, kao mjere učinkovitosti upravljanja gradovima u Republici Hrvatskoj. Korištena je metoda analize omeđivanja podataka (AOMP) koja omogućuje utvrđivanje relativne efikasnosti više usporedivih entiteta na osnovi odabranih ulaza (eng. input) i izlaza (eng. output). Istraživanje je provedeno na populaciji petnaest velikih gradova u Republici Hrvatskoj tijekom jednog mandata koji je trajao od 2005. do 2008. godine, a u analizu je bilo uključeno ukupno sedam karakterističnih pokazatelja. Relativna učinkovitost upravljanja je određena na temelju izračuna CCR i BCC modela usmjerenih izlazima. Rezultati su ukazali kojim se gradovima učinkovito upravlja te koje resurse vlasti u neučinkovitim gradovima trebaju efikasnije koristiti i koje rezultate moraju postizati da bi postali učinkoviti. Učinkoviti gradovi su istaknuti kao primjeri dobre prakse upravljanja, a prema njihovim frekvencijama u referentnim skupovima neučinkovitih gradova određeni su referentni partneri. Usporedbom relativne učinkovitosti upravljanja gradovima u kombinaciji nediskrecijskih (eng.non controllable) i diskrecijskih (eng.controllable) ulaza sa pokazateljima ekonomske razvijenosti i gospodarskog potencijala gradova testirana je osnovna teza o dominaciji kompetitivnosti donositelja odluka nad materijalnim resursima, a za procjenu utjecaja (dis)kontinuiteta vlasti na relativnu učinkovitost korištena je AOMP analiza prozora (eng. Window). U radu su ispitane mogućnosti implementacije AOMP-a, kao korisnog analitičkog alata, u sustav poslovne inteligencijei kao platforme za kreiranje javnog Web servisa koji bi koristio političkom menadžmentu kao snažna podrška donošenju odluka i upravljanju, ali i svim javnim dionicima koji su zainteresirani za ocjenu učinkovitosti upravljanja javnim resursima. Provedeno znanstveno istraživanje pokazuje da je moguće standardizirati metodologiju ocjenjivanja učinkovitosti javnog sektora u Republici Hrvatskoj koristeći AOMP kao koristan i primjenjiv menadžerski alat za upravljanje javnim sektorom i ocjenu uspješnosti političkog menadžmenta.

Abstract (english)

Cities do not always have the same potential for development, so local authorities utilise resources in different ways with varying degrees of success when managing development. As a part of this thesis, scientific research was carried out on how efficiently public resources are used in effecting the economic aspects of social development, if used as management efficiency measures within Croatian cities. A Data Envelopment Analysis (DEA) was used, which allows the relative efficacy of several comparable entities to be determined on the basis of selected inputs and outputs. This study was conductedin fifteen major Croatian cities during a single electoral cycle between 2005 and 2008, and the analysis included seven characteristic indicators. The relative effectiveness of this management was determined on the basis of CCR and BCC targeted output models.The results indicate which cities are efficiently managed and show which resources the authorities in inefficient cities should efficiently use in order to become more effective. The efficiently managed cities are highlighted as examples of good management practice and, according to their frequencyin reference groups within inefficient cities, benchmarking partnersare defined. By comparing the relative effectiveness of a local administration combined with non controllable and controllable inputs with indicators of the economic development and economic potential of the cities involved, a basic thesis was tested about the domination of decision makers competitiveness over material resources. To assess the impact of government (dis)continuity around efficiency, the DEA Window analysis was assessed. This paper investigates the possibilities of implementing DEA into a business intelligence system as a useful analytical tool and platform to create public web services that would serve political management as a strong support for decision making and control as well as all stakeholders interested in evaluating the effectiveness of public resource management. This scientific research shows that it is possible to standardise the methodology used to analyse the efficiency of the Croatian public sector using DEA information, and this can be a useful and effective public sector management tool for evaluating the success of political management.
